Portugal's animal shelters, rescue associations and municipal centros de recolha save thousands of dogs, cats and other animals every year, almost always on tiny budgets and volunteer power. To build the most objective ranking possible, we analysed public Google reviews across more than 86 registered animal-protection organisations in Portugal and scored them by a transparent, review-weighted method. The 50 organisations below are the highest-ranked, together holding 7,005 Google reviews.
Our methodology — how we ranked them
We did not pick favourites. Each organisation received a score using a Bayesian weighting of its Google rating and its number of reviews — the same statistical approach used for film and product rankings. This rewards shelters that combine a high rating with a large, credible volume of reviews, and prevents a shelter with a single 5-star review from outranking one with hundreds of genuine reviews. We considered only registered animal-protection organisations, shelters, rescue associations and official municipal collection centres — not boarding kennels, grooming salons, or veterinary clinics.

- Review volume — how many people have actually rated them (credibility)
- Verified type — registered as an animal-protection or rescue organisation
